Climate here is set by altitude, not the calendar, so you can pick your weather. Spring-weather cities: Medellín, Pereira, Bucaramanga
Medellín (about $1,700–2,600/mo) is the most popular expat base for a reason: eternal-spring weather, the country's best-known infrastructure, a real international community, and the easiest soft landing. The trade-off is that rents have climbed fast and El Poblado can feel like a bubble. Pereira (about $1,400–1,900) gives you that same spring feel in the coffee region at a lower price and with a smaller foreign scene — you'll build a Colombian life, not an expat one, and Spanish matters. Bucaramanga (about $1,300–1,700, the lowest here) is flat, walkable, and calm, with one of Latin America's best cardiac hospitals — the safe, low-cost pick, with the smallest expat community of the group.
Caribbean coast: Cartagena, Santa Marta, Barranquilla
Cartagena (about $1,800–2,800) is the postcard — walled-city charm, beaches, direct Miami flights, and a built-in international crowd — but it's the priciest and most touristy of the coast, and the heat and humidity are relentless. Santa Marta (about $1,500–2,000) is my favorite beach city: the Caribbean at your door and the Sierra Nevada at your back, for less than Cartagena, with the thinnest healthcare of the group (lean on Barranquilla for anything complex). Barranquilla (about $1,800–2,400) is my favorite coastal city to actually live in — real-city energy, Carnaval, serious hospitals, and the best U.S. flight connections in the country, if you can take the heat.
Big-city life: Bogotá and Cali
Bogotá (about $1,600–2,400) is the true metropolis — the deepest food and arts scene, top hospitals, the biggest expat network, and the main international airport — in a cool, grey, high-altitude climate that takes a week to adjust to. Cali (about $1,600–2,200) is the liveliest and most cosmopolitan, with the #1-ranked hospital in Colombia and salsa as a weeknight thing; the honest catch is that safety is very neighborhood-dependent, so where you live is the whole game.
